Create Arts Development Ltd is a not-for-profit arts and cultural development agency based in Scarborough but active across the borough of Scarborough and North Yorkshire. Create aims to promote and advocate for high quality arts and cultural provision through development work, research, project delivery and promotion of models of good practice. Create is funded by Arts Council England, Yorkshire and Scarborough Borough Council and it employs a director, an administrator and freelance project workers & artists. It is managed by a voluntary board of directors comprising professionals in arts and business, and individual artists from a variety of disciplines.

The key aims of the organisation are to:
